Free Time adds the Desiderata Valley neighborhood and a couple families in the bin.
First, I go to all the empty houses and fix them up. I make wallpapers and flooring match a bit more. I make stairwells wider and try to get natural light into all the rooms. Then, I delete all the furnishings so the sims moving in can get reward points for wanting them and decorate according to family needs.
Notice I have already decided where the two new bin families shall move. (Usually, it is the cheapest places available.)
Next, I pop in on each home to see what wants each individual sim has. I lock in an important want for each of them. Then, I fix up the house and play until they want the plumbing and fridge. I quit before the visitors arrive to welcome them to the neighborhood as that could affect the others wants to meet someone new or play with or talk to someone. (I don't want their wants to change before I have locked in something good for all of them.)
